이재명 대통령이 10일 오전 본인의 트위터(X) 계정에 이스라엘 점령군의 전쟁 범죄 영상을 공유하며 이스라엘의 행태가 위안부 강제 동원, 홀로코스트 등과 다를 바 없다고 언급한 것은 우리에게 신선한 충격을 주었다. 한국 정부 수반이 2년 반 동안의 집단학살 기간 중 가자지구, 요르단강 서안지구 등 이스라엘이 점령지 팔레스타인에서 수없이 자행한 전쟁 범죄를 직접 언급한 것은 처음이기 때문이다. 또한 주어 없이 평화와 인도주의에 대한 일반적 지지를 표하는 데 그치는 의례적인 외교적 수사를 넘어 이 범죄의 가해 주체가 이스라엘이라는 사실과, 역사 속 반인륜적 국가범죄와의 본질적 유사성을 직접 언급하며 “어떠한 상황에서도 국제인도법은 준수되어야 하며, 인간의 존엄성 역시 타협할 수 없는 최우선 가치로 지켜져야” 한다는 원칙을 해당 맥락에서 상기한 것 역시 처음이다.

We were pleasantly surprised to see President Lee Jae Myung upload a video on the 10th to his X account of Israeli soldiers committing a war crime while stating that it's no different than Japan’s wartime sexual slavery or the Holocaust. This is the first time in the last two and a half years of genocide that a Korean president has directly mentioned Israel’s war crimes in the Gaza Strip and West Bank, otherwise known as Occupied Palestinian territory. Moreover, going beyond the typical diplomatic rhetoric that calls for peace and humanitarian aid, Lee specifically named Israel as the perpetrator and compared Israel’s war crimes to historical crimes against humanity, saying that “international humanitarian law must be upheld in all situations, and human dignity must be protected as an uncompromisable value”, also making it the first time a Korean president has applied this principle to Israel’s genocide in Palestine.

이재명 대통령이 공유한 영상은 2024년 9월 19일 서안지구 제닌 남부의 카바티야 마을을 침탈한 이스라엘 점령군 병사들이 교전 후 사살한 팔레스타인 주민들의 시신을 옥상에서 떨어뜨리며 훼손하는 내용이다. 팔레스타인 인권단체 ‘알-하크’에 따르면, 이스라엘 점령군 병사들은 팔레스타인 번호판을 단 민간 차량으로 마을에 잠입한 뒤 해당 건물을 포위하고 주변 지역에 대한 강제 수색과 건물 폭파작전을 벌였다. 인근의 중학교 학생 450명을 포함한 민간인 수천 명의 이동을 금지하고 강제 수색하는 과정에서 팔레스타인 주민 7명을 살해했다. 유엔 국제사법재판소와 유엔 총회는 2024년 각각 7월과 9월, 1967년 이래 지속되는 이스라엘의 팔레스타인 군사점령을 불법으로 규정했다. 국제인도법은 피점령지 주민들의 자결권과 기본권을 억압하는 점령군에 맞서 주민들이 무장저항을 포함한 저항권을 행사할 권리 역시 인정하고 있다. 해당 사건을 우리 역사에 빗대자면, 일제강점기 일본군이 독립군 토벌 작전을 마친 후 그들의 주검을 훼손하는 것과 마찬가지다.

The video President Lee shared is from September 19th, 2024, and shows Israeli soldiers who’ve infiltrated the  Palestinian village Qabatyia, Jenin throwing the corpses of Palestinians they’ve killed off of a rooftop. According to Palestinian human rights organization Al-Haq, Israeli soldiers infiltrated the village in  several civilian vehicles with Palestinian license plates, then captured a building and began raiding and bombing the surrounding area. They prohibited the movement of thousands of Palestinians, including 450 middle school students and killed 7 Palestinians in their raids. The ICJ and the UN General Assembly in July and September 2024 respectively declared that Israel’s occupation of Palestine, which began in 1967, is illegal. International law recognizes the right of occupied people to resist the occupying force that represses their right to self determination and basic rights, including through armed resistance. To compare this incident to our own history, we can think back to the Japanese colonial occupation of Korea and how Japanese soldiers mutilated the corpses of Korean independence fighters.

이재명 대통령은 후속 트윗에서 해당 전쟁 범죄 행위에 대한 이스라엘의 관련 조사와 조치가 이루어졌다 보고받았다고 했지만, 실제로는 아무도 처벌은커녕 기소조차 당하지 않았다. 지휘관들은 이것이 시신을 이스라엘로 이송하라는 정보기관 신 베트의 지시에 따른 것이었으므로 정당하다고 판단했다. 가자지구 아동의 이스라엘 식민감옥으로의 납치 및 고문, 학살과 마찬가지로 서안지구에서의 팔레스타인 마을 침탈, 토지 몰수 및 가옥 파괴, 주민 살해와 고문 역시 이스라엘 점령군이 흔히 자행하는 일이며, 가해자 절대 다수가 처벌받지 않는다. 유엔 보고에 따르면 2020년 이후 서안지구에서 서안지구에서 이스라엘 군인, 민간인에 의해 살해당한 팔레스타인 민간인은 1,100명 이상으로, 이중 4분의 1 이상이 아동이다. 이스라엘의 자체 조사 결과 이 중 단 한 건도 사법당국에 기소되지 않았다.

In a follow-up tweet, President Lee claimed he had received an update that Israel had been investigated and held accountable for this war crime, but not only have they not been convicted of any crime, they have yet to even be prosecuted. Israel’s military commanders have deemed the soldiers’ actions justifiable, saying that the soldiers' commanders had cleared their actions, which complied with a Shin Bet directive to bring the bodies to Israel. Just as the IOF often kidnaps children in the Gaza Strip to Israel’s colonial prisons, where they torture and murder them, in the West Bank the IOF often infiltrates villages, annexes Palestinian land, destroys Palestinian homes, and murders and tortures Palestinian residents, crimes for which the vast majority of perpetrators have never received any kind of punishment. According to a UN report, over 1,100 Palestinians in the West Bank have been killed by Israeli soldiers and civilians since 2020, with over 1 out of 4 of the victims being children. Following internal investigations, not a single one of these cases has ever been prosecuted.

이스라엘의 팔레스타인 아동 납치, 고문과 학살은 이스라엘 외교부의 표현처럼 ‘허위 정보’나 ‘거짓’이 아니다. 최근 <힌드의 목소리>로 영화화된, 6세 아동 힌드 라잡과 긴급구조를 위해 출동한 적신월사 구조대원들을 살해한 사례, 이스라엘 점령군 구금 아래에 놓여 있다가 다리가 담뱃불로 지져지는 등 다수의 고문 피해 증상과 함께 돌아온 생후 21개월 아기 자와드 아부 나세르의 사례 등 여러 차례 기사화되고 검증된 사례들이 다수 존재한다. 가자지구 보건부가 신원을 확인한 희생자 7만 2천여 명 중 아동만 2만 명이 넘는다. 가자지구 침공 직후부터 이스라엘은 이 희생자 및 실종자 명단이 하마스가 운영하는 가자 정부에서 낸 통계이기 때문에 신뢰할 수 없다는 흑색선전을 지속해왔지만, 영국의 의학 학술지 ‘란셋’ 지부터 독일의 막스 플랑크 연구소까지 최고 권위의 연구기관들이 해당 통계의 정확성을 입증해왔고, 실제 희생자 수는 3배 이상 많은 20여만 명에 이를 것이라는 추정을 유엔 등 각종 기관이 발표했다.

Israel’s kidnapping, torture and killing of Palestinian children is not “disinformation” or “lies” as the Israel’s Ministry of Foreign Affairs claims. Many cases have been highly publicized such as the one of Hind Rajab, a six-year-old Palestinian girl who was killed along with the Red Crescent paramedics who came to save her, recently dramatized in <The Voice of Hind Rajab>, as well as that of Jawad Abu Nasser, a 21 month old baby who was captured by the Israeli military and returned with cigarette burns and signs of torture. Of the 72,000 murdered Palestinians whose identities have been verified by the Gaza Health Ministry, more than 20,000 are children. Starting directly after their invasion of the Gaza Strip, Israel has spread malicious propaganda that this list of the missing and the dead is not credible since it’s released by Gaza’s administration which is governed by Hamas. However, the UK’s medical journal, the Lancet, as well as leading research centers such as Germany’s Max Planck research institute have confirmed the accuracy of these numbers and the UN and other organizations have stated that the actual number of casualties is likely three times higher, at around 200,000 people.

더욱이 2년 반 동안 지속 중인 가자지구 집단학살은 사상 초유의 ‘실시간 스트리밍 집단학살’이다. 이스라엘은 양차 세계대전과 한국전쟁, 베트남 전쟁, 아프가니스탄과 이라크 전쟁 등에서 사망한 언론인을 모두 합한 것보다도 많은 262명의 가자지구 언론인을 살해하면서 집단학살의 증거를 은폐하고자 노력해왔다. 유엔 등 국제기구 현장 조사단의 가자지구 출입을 거부하고, 인도적 구호와 전쟁 범죄 증거 확보에 나선 국제구호단체 및 국제기구 직원들도 살해했다. 그럼에도 불굴의 팔레스타인 언론인들과 가자 주민, 구호 활동가, 그리고 스스로의 전쟁 범죄를 과시용으로 SNS에 게시한 이스라엘 점령군과 민간인들 모두가 풍부한 증거를 남겼다. 또다른 교전 당사자인 팔레스타인 독립운동조직 하마스조차 자신들이 실행한 2023년 10월 7일의 ‘알-아크사 홍수’ 작전에 대해 중립적 국제 진상조사의 필요를 긍정하고 이를 공개적으로 요구한 것을 감안할 때, 지난 2년 반 동안 가자지구에서 자행된 집단학살과 전쟁 범죄의 검증에 있어 불충분한 부분이 있다면 그것은 이스라엘의 초토화 작전, 책임 회피와 진상 은폐를 위한 방해공작으로 인한 것이라 보는 것이 합리적이다. 이를 고려하지 않고, 어떠한 근거도 없이 명백한 전쟁 범죄와 학살의 증거들을 부정하고 이를 폄하하는 것이야말로 값싼 정치적 손익 계산의 결과에서 나온 결정이며 스스로의 인간성 결여를 증명하는 것이나 다를 바 없다.

This genocide of the last two and a half years is the world’s first livestreamed genocide. By killing 262 journalists in Gaza–more than in both World Wars, the Korean War, the Vietnam War, the Afghanistan War and the Iraq War combined–Israel has tried to cover up the incriminating evidence. Israel has denied the UN and other investigative teams access to Gaza and have killed humanitarian workers who’ve tried to supply humanitarian aid and document evidence of Israel’s war crimes. Even so, the indomitable Palestinian journalists, Gaza residents, aid workers as well as the Israeli soldiers and civilians who show off their war crimes on social media, have provided ample evidence. When considering that Hamas itself has affirmed the need for and openly called for a neutral, international fact-finding mission on Operation Al-Aqsa Flood, it is only reasonable to say that any lack of verification of Israel’s war crimes is a result of Israel’s scorched earth policy, evasion of responsibility, and attempts to cover up the truth. Ignoring this context and denying the clear evidence documenting Israel’s war crimes and massacres is but a political calculation which attests to a lack of basic humanity.

불행히도 한국 역시 집단학살의 지속에 미국을 포함한 국제사회의 많은 국가들과 마찬가지로 책임이 있다. 이재명 대통령이 공유한 영상의 참극이 일어난 때인 2024년부터 2025년까지 한국은 유엔 안전보장이사회의 비상임 이사국이었다. 2025년 9월에는 안보리 임시 의장국 직을 맡아 9월 23일 정기회의를 주재하고 이재명 대통령이 해당 회의에서 연설하기도 했다. 이미 2025년 1월에 남아프리카공화국, 콜롬비아, 말레이시아 등의 주도로 네타냐후 총리 등 집단학살범, 전쟁 범죄자 들에 대한 국제사법재판소와 국제형사재판소의 사법적 정의 구현을 지지하고 대 이스라엘 제재를 결의하는 국가들의 모임 ‘헤이그 그룹’이 세워진 것을 감안하면, 국제사회의 일원으로서 제대로 된 책임을 물을 절호의 기회가 있었던 것이다. 하지만 미국 종속적인 외교 노선을 취했던 윤석열 내란 정부뿐 아니라, 내란범 퇴진 투쟁의 성과로 만들어진 이재명 국민주권정부도 이를 위한 조치를 취하지 않았다. 심지어 퇴진 투쟁이 전개중이던 2025년 2월, 이재명 당시 더불어민주당 당 대표는 소속 지자체장들과 함께 주한 이스라엘 대사를 접견하여 양국 간 무기 산업 협력 및 투자 방안 등을 논의하기도 했다. 깃대에 각자의 형형색색 깃발과 함께 팔레스타인 국기를 걸고, 팔레스타인 민중에 적극적인 연대의 의사를 밝힌 민주시민들이 남태령 고개 등지에서 추위에 떨면서 조국의 민주주의 회복을 위한 싸움의 가장 적극적인 대오로 나서던 와중에 이뤄진 일이다.

Unfortunately, like the US and many other countries, Korea also has a share of responsibility in this genocide. Starting in 2024, when the war crime shown in the video President Lee shared took place, Korea was a non-permanent member of the Security Council. In September 2025, Korea served as the president of the Security Council and on September 23rd, Korea also chaired the General Debate, during which President Lee gave a speech. When we consider that in January 2025, South Africa, Colombia, Malaysia and other countries had already formed The Hague Group to sanction Israel and support legal action against Netanyahu and other war criminals through the ICJ and ICC, there was a golden window of opportunity to demand accountability as a member of international society. However, not only did this not happen under former President Yoon Suk Yeol’s administration, during which the Korean government pursued a diplomacy strategy that subordinated itself to the US, it also didn’t happen under the “People’s Sovereignty Government” of Lee Jae Myung, which came to power through the people’s struggle to impeach Yoon. In fact, in February 2025, in the midst of impeachment protests, Lee Jae Myung, who was the Democratic Party leader at the time, met with the Israeli Ambassador to Korea with local government heads to discuss cooperation and investment in the defense industry. All while citizens shivered in the cold outside Namtaeryeong Pass, bearing flags of all different colors, including Palestinian flags, on the frontlines of the fight to restore democracy to our homeland.

그렇기에 더욱, 늦었지만 집단학살과 전쟁 범죄의 가해자를 직접 거론하고 “보편적 인권과 대한민국의 국익을 위해 할 수 있는 일을 더 열심히 찾아”보겠다는 이재명 대통령의 발언을 환영한다. 이는 한국 정부가 국제사회의 책임 있는 일원이자 제국주의, 식민지배로 인한 피해의 역사를 공유하는 나라로서 책임 방기를 멈추겠다는 선언과 같다. 이제 이재명 대통령과 한국 정부는 이에 걸맞는 적극적인 행동으로 그 의지를 증명해야 한다. 한국은 헤이그 그룹에 참여하고, 1993년 오슬로 협정 이후 지금까지 이어져온 이스라엘과의 외교관계 및 민간·군사적 협력에 대해 전면 재고하여야 한다. 가깝게는 이스라엘의 불법적인 가자지구 봉쇄를 깨고자 인도주의 항해를 준비하는 해초 활동가에게 가해진 외교부의 위법한 여권 박탈 조치를 취소하고, 공기업인 한국석유공사의 영국 소재 자회사 다나 페트롤리엄이 이스라엘 에너지 기업과 함께 가자지구 연안에서 천연가스전을 탐사하려는 식민주의적 팔레스타인 자원 수탈 계획을 철회해야 한다. 나아가 국민주권정부가 자랑하는 소위 ‘K-방산’이 이스라엘과 무기를 거래하는 것을 중단해 한국산 무기가 집단학살에 사용되고, 이스라엘이 전쟁 범죄를 통해 개발한 무기와 군사기술로 수익을 얻는 상황 역시 멈춰야 한다. 무기 뿐만이 아니다. 이스라엘이 팔레스타인 전역의 민간 주택을 부수고, 유엔 팔레스타인 난민기구(UNRWA) 본부를 무단으로 철거하는 데에 HD건설기계 굴착기가 사용되었다. 우크라이나를 침공한 러시아를 제재했던 것과 마찬가지로, 한국 정부는 HD현대의 굴착기와 같은 중장비나 군수물자의 이스라엘 수출을 금지하는 등 독자적으로 이스라엘을 제재할 수 있다. 집단학살과 식민지배, 침략전쟁의 곳곳에 새겨진 한국의 흔적을 지워야 한다.

Thus, though it is late, we welcome Lee Jae Myung directly mentioning the perpetrator of this genocide and war crimes, and saying that he will “work harder to seek out what can be done for universal human rights and Korea’s interests.” This can be interpreted as a declaration that Korea is no longer neglecting its responsibility as a member of international society and as a country which also shares a painful history of being victimized by imperialism and colonization. Now Lee Jae Myung and the Korean government must follow through with action. Korea should join the Hague Group and completely reevaluate diplomatic relations with Israel as well as all civilian and military cooperation with Israel since the 1993 Oslo Accords. It should immediately cease efforts to suspend the passport of Haecho, a Korean activist who is preparing to set sail to break the illegal blockade on Gaza, as well as withdraw plans by public company Korean National Oil Corporation’s subsidiary, UK energy company Dana Petroleum to explore and steal Palestinian natural gas with an Israeli energy company. Moving forward, the “K-Defense” industry that Lee Jae Myung’s People’s Sovereignty Government is so proud of must stop selling weapons to Israel, as well as stop the use of Korean weapons in the genocide and stop Israel from profiting off of  weapons and military technology developed through committing war crimes. It’s not just weapons. HD Hyundai excavators were used to destroy the UNRWA headquarters, and have also been used to destroy Palestinian homes for years. Just as Russia was sanctioned after its invasion of Ukraine, Korea must independently sanction Israel, prohibiting the export of HD Hyundai excavators and other military supplies. The government must erase all traces of Korea from this genocide, colonization and war of aggression.

이스라엘의 팔레스타인 식민지배는 올해로 78년째이고, 이스라엘은 지난 2년 반동안 가자지구를 파괴한 것과 같은 방식으로 레바논, 시리아, 예멘, 이란 등지에서 수많은 사람들을 살해하고 있다. 지금 서아시아에서 멈출 줄 모르는 전쟁의 불길과 이스라엘의 폭주는 국제사회가 가자 집단학살, 팔레스타인 식민지배를 막지 못한 결과이다. 그리하여 이스라엘의 “끊임없는 반인권적 반국제법적 행동”의 고통스러운 대가를 물가 폭등과 경제적 불안정성, 심지어 기아 확산이라는 형태로 전세계 시민들이 치르고 있다. 패권국, 강대국들이 군사력을 앞세워 국제기구를 무력화하며 일방적으로 주도하는 국제정세에 맞선 외교의 가장 생생한 현장이 바로 그 곳에 있다. 이미 너무 늦었지만, 국제적 흐름에, 세계인의 양심에 동참하겠다는 한국 정부의 선언을 다시 한 번 환영한다. 한국 정부는 지금부터라도 가능한 모든 외교적, 경제적 수단을 동원하여 ‘범죄 중의 범죄’인 집단학살에 대해 이스라엘 국가와 그 수뇌부가 마땅한 대가를 치르도록 역할을 다하라.

This year marks 78 years since Israel’s colonization of Palestine, and in this very moment Israel is murdering countless people in Lebanon, Syria, Yemen and Iran using the same methods they have over the last two and a half years while destroying the Gaza Strip. The flames of war in West Asia and Israel’s bloodthirsty rampage are a direct result of international society’s failure to stop the genocide and colonial domination of the Palestinians. As the painful cost of Israel’s “relentless anti-human rights and anti-international law actions”, the people of the world are facing skyrocketing prices, economic insecurity and even the spread of famine. Even though it is very late, we once again welcome the Korean government stating that it will finally join people of conscience around the world. Though late, the Korean government must now use all possible diplomatic and economic means to ensure that Israel and its leaders are held accountable for this genocide, this “crime among crimes.”
